Well, sure enough the scroll bar doesn't exist. I did 98% of my portion of this project on a widescreen LCD that runs at native 1680 x 1050. As a result, everything more than fits, and a scroll bar is never needed. 
I should have tested this on multiple machines, poor quality control on my part. Sorry ConcerQuest teammates.
